Work Package 2: Mapping regional public sector information (MAPPING)

WP2 will map existing "silos" of PSI on the territory of Piedmont (and/or controlled by the regional government of Piedmont and its operative entities or related to Piedmont in other ways).
Analytically mapping any Information Assets Repository (IAR) or register risks having a very high costs/benefits ratio, hence the WP will methodologically aim at locating and targeting those PSI silos with a higher economical value and/or especially large or (economically or culturally) significant holdings (e.g., it is usually believed that geographic and meteorological information has the greatest economic potential).
The analytical mapping of the most significant IARs will include a thoroughly investigation of (at least) the following indicators: qualitative description of the PSI repository; possibility of accessing to sample data; response times (when relevant/applicable); existence and justification of any exclusive or otherwise restrictive (e.g. bundling) agreements/conditions in place; used contracts/licenses/waivers (and related conditions for access and re-use); pricing schemes and their transparency.

OBJECTIVES: This work package aims at providing the entire project with sound empirical evidence that will provide inputs for the analysis performed by WPs 3, 4, 5, 6 and 7, as well as concrete elements on which WP8 will base its policy recommendations.
The database collected by this WP will be made available to the scientific community (as well as to the public, including commercial re-users) under an open access policy and with the broadest possible re-use rights (all that, to be sure, after having appropriately anonymized any sensitive data).
The mapping of the needs, goals and perceptions of potential PSI re-users will not only be useful to estimate the value and market size of PSI related markets and to understand the possible business strategies of these agents. It will also be useful to evaluate the level of awareness of potential re-users concerning the existence, accessibility and re-usability of silos of local PSI.

ATTENDED RESULTS: At the preliminary stage, the results of the mapping activity of WP2 are expected to be fairly consistent with similar mapping activities, which have been attempted – in particular – at the level of the European Community. However, it is likely that the more insightful results of this WP will be the one pointing out specific discrepancies between the PSI setting of Piedmont and the one observed in other areas.
Together with WP3 (ECONOMICS), this WP will highlight and signal to WP8 (POLICY) the cases in which IARs are especially successful or especially unsuccessful in complying with PSI related regulations or are otherwise especially successful or unsuccessful in generating value and knowledge on the basis of PSI, in order to help the realization of best practice guidelines and/or individuating especially urgent policy interventions and opportunities to start pilot projects.
