Work Package 3: The value of PSI: analysis of business models, best practises and policies to advance PSI value creation (ECONOMICS)

WP3 shall consist of an extensive survey of existing models of PSI re-use, including both commercial and non-commercial examples, hence encompassing also re-uses by other public bodies and/or non-profit organisations.
The central aim is to create a comprehensive framework to understand the rationales for extracting value from PSI and to undertake a specific study of a group of relevant examples of PSI management and re-use in the Piedmont Region.
Having the possibility to make PSI accessible and re-usable through digital networks represents a clear advancement for the opportunity of profiting, in a broad sense, from data and contents that are produced or managed by public bodies. However the definition of a legal framework able to satisfy diverging stakeholders’ interests as well as reliable business models that exemplify how to actually create value from PSI are still missed due to the complexity of the issue and the uncertainty of the scenario. This WP will specifically analyse the economic environment where PSI business models live and evolve and it will apply such framework to local implementations in order to build an operational map for actions and policies that aim to maximise the value of PSI.

OBJECTIVES: WP3 has two explicit objectives:

  • mapping business models already known in the literature on PSI;
  • analysing in detail some local cases study in order to understand how it would be possible to maximize the value creation from PSI in Piedmont.

WP3 will study the value generated by the technological innovation on data and information collection, production, reproduction, dissemination and sharing as well as on the instruments and applications used and produced by the public administration.
Such a process should select – in synergy with WP1 and WP2 – the commercial and not commercial PSI areas from which the public and private sectors will be able to let emerge a new value and create, complete and/or modify its own business models for innovative services and products.

ATTENDED RESULTS: WP3 output is twofold: from one side it will provide a state of the art analysis of PSI business models aiming at analytically understanding their main economics features and how they work in practice, from the other side it will provide a set of analytical tools and best practices that might support practices and policies addressed to maximise the value stemming from PSI accessibility and re-use in Piedmont.
Moreover, an important output of this WP –to be actively pursued – is an increased awareness concerning the existence of PSI related resources for businesses within business associations and chambers of commerce.
This awareness may stimulate the private sector to act and create a virtuous cycle encouraging public bodies to multiply their effort in making PSI accessible and reusable.
